Tether freezes can take over two hours to enforce, giving high-risk wallets time to move funds

ChainCatcher reports that FlashRescue co-founder @DarcyAri said on X that a recent joint investigation found funds moving out of a wallet while Tether was in the process of executing a freeze proposal, cutting the amount ultimately frozen. FlashRescue's follow-up review found the pattern was not isolated.
As of August 3, 2026, FlashRescue analyzed 2,955 Tether freeze events across Ethereum and TRON. Among risk addresses tied to entity sanctions, fraud, money laundering, FATF-blacklisted jurisdictions and malicious attacks, 60 addresses fully emptied their balances and completed preemptive transfers before the freeze took effect, for a net outflow of 20,429,847 USDT. On average, these transfers began 13 minutes and 59 seconds after the freeze proposal was submitted and finished within 15 minutes and 15 seconds.
Another 113 addresses moved part of their holdings ahead of enforcement, involving about 35.52 million USDT. The review found Tether takes an average of 2 hours, 16 minutes and 15 seconds from proposing a freeze to formally executing it, leaving a sizable gap between public disclosure and on-chain enforcement.
FlashRescue cited a July 3 example in which a cluster of addresses funneled funds into a single address before splitting them again. The cases suggest some high-risk wallets may be actively monitoring Tether's freeze proposals and using the delay to front-run enforcement. FlashRescue warned the lag weakens the effectiveness of asset freezes and dilutes the impact of sanctions, anti-money-laundering efforts and law-enforcement coordination.
