Senate Leader John Thune has not yet filed a cloture motion on the Clarity Act, according to reporter Eleanor Terrett (@EleanorTerrett), citing procedural complications and a lack of sufficient votes. Terrett said that once procedural work around the continuing resolution (CR) is cleared, Thune could submit the motion as early as tomorrow. If filed, the move would start the clock for a formal vote on the Clarity Act within 30 hours.
The bill still faces major obstacles, including no bipartisan ethics agreement, no public signal from the White House, and unresolved disputes tied to BRCA. Even so, several stakeholders said they hope the process will at least push senators to publicly state how they plan to vote, even if the measure ultimately fails.
