The Bank of Russia has released a draft proposal that would permit trading in Bitcoin, Ethereum and USDT on regulated exchanges, and is collecting public feedback through August 24. The regulator said the three assets met eligibility thresholds based on overseas market capitalization, trading volume and at least five years of price history.
Under the proposal, retail investors would be limited to 300,000 rubles per intermediary per year (about $3,650) and would need to pass a test. Qualified investors would not face a cap. The measures are set to take effect September 1.
