Florida's bill H1039 to establish a Strategic Cryptocurrency Reserve Fund passed the state House Commerce Committee in a 22–2 vote this week, the original report shows. Morgan Stanley Digital Trust, National Association (MSDTNA), applied for a national trust bank charter in the United States to operate a digital asset business focused on crypto custody, with the entity to be wholly owned by Morgan Stanley Capital Management. The application states MSDTNA plans to safeguard digital assets for clients and conduct related activities including buying, selling, swapping and transferring tokens to support investment strategies. The proposed trust bank would also provide staking services on a fiduciary basis.

Ledger CTO Charles Guillemet said quantum computers powerful enough to break Elliptic Curve Cryptography could allow attackers to derive private keys from exposed public keys across major blockchains. U.S. authorities froze over $580 million in cryptocurrency tied to fraud cases, the DC Scam Center Strike Force said. The frozen funds are linked to Southeast Asia-based "pig butchering" networks. Americans lose nearly $10 billion annually to such schemes, the Strike Force added.

The U.S. Securities and Exchange Commission and Japan's Financial Services Agency met in Tokyo during their Spring Regulatory Dialogue to discuss developments in crypto and digital assets, the two authorities said. The schemes are accused of using social engineering tactics to persuade victims to purchase cryptocurrencies and transfer funds into fraudulent investment platforms.

Barclays, the British banking group with $2 trillion in assets, said it is reviewing blockchain technology applications, including stablecoins and tokenized deposits. The bank is evaluating how such solutions could support instant settlement and programmable money features within its product offerings.
